In a nutshell, setting short-term and long-term goals allows you motivation and focus. By focusing on a particular goal, you acquire the knowledge you need, you organize your resources and time efficiently, and you end up getting the best out of your life!

That's easy to answer too. You see, using a tool such as an active desktop calendar or similar, you can chart your progress as you go.

By charting or measuring your progress, you get to see the stages of completion leading to the actual realization of your goals. In other words, you 'know where you're at!'

It's when you neglect to chart or measure your progress that you run into difficulties. It's then that you can be overwhelmed by 'too much on your plate' and start to think your goals are absolutely pointless. :)

Keep in mind of course that "all work and no play" is rather boring for all concerned! So pencil some pleasure and fun activities into your calendars!

I personally use a 5 year plan, a 1 year plan and then break this into monthly plans. But you can't go wrong with a good old weekly calendar though! (And a things-to-do list for the day!)
